Carlos R. Morales

Lone Star College System has appointed Carlos R. Morales, Ph.D., as the inaugural president of LSC-Online, effective July 14. Dr. Morales is the current campus president of Tarrant County College TCC Connect Campus in Fort Worth. Morales has 30 years of experience in higher education, with 25 years as an online faculty member and administrator at various institutions. Morales attained a Bachelor of Science degree in Biology/Microbiology and a Master of Arts degree in Education from Inter American University in Puerto Rico. He earned a Doctor of Philosophy degree in Education from Capella University. Morales is a 2009 Frye Leadership Institute Fellow and a 2012 Millennium Leadership Fellow with the American Association of State Colleges and Universities.    

 

William F. Tate IV

Dr. William F. Tate IV has been named the 22nd president of Rutgers, The State University of New Jersey, beginning his tenure on July 1, 2025. A renowned scholar and higher education leader, he currently serves as president of Louisiana State University one of the country’s largest and most complex public university systems. Previously, he held leadership roles at the University of South Carolina, Washington University in St. Louis and the University of Wisconsin-Madison. He holds a bachelor of science degree in economics with a minor in mathematical sciences from Northern Illinois University, a master of arts degree in mathematical sciences education from the University of Texas at Dallas and a Ph.D. in mathematics education with a cognate in human development from the University of Maryland, College Park. 

 

Wendy Elmore

Dr. Wendy Elmore has been confirmed as the next president of Lamar State College Orange and assumed office on June 1, 2025. She previously served as executive vice president and provost at LSCO where she played a key role expanding degree and credential offerings, enhancing the quality of instructional programs, and opening new academic centers in Lumberton and Livingston. Prior to joining LSCO, Dr. Elmore held several leadership roles at Trinity Valley Community College including vice president of instruction and chief academic officer. She earned a bachelor’s degree in Mathematics from Stephen F. Austin State University, a master’s degree in Psychology from the University of Texas at Tyler, and a doctorate in Educational Leadership from Lamar University.
