Top 50 Community Colleges for Hispanics

This year, Hispanic Outlook presents its readers with an expanded list of top community colleges for Hispanics, honoring the work of institutions across the country that serve the highest number of Hispanic/Latino students.

Although all these institutions experienced serious setbacks during the Covid19 pandemic, they have demonstrated great resilience, increasing their enrollment at a steady pace and continuing to provide channels of educational advancement and social mobility to their students, many of whom face greater challenges as first-generation learners, full or part-time workers, single parents, immigrants and minorities.

Community colleges have also changed their structures and expanded their reach in order to adapt to new economic and social requirements at the local and state level. There are a growing number of community colleges across the nation that now offer bachelor’s degrees in key areas, filling gaps in the local workforce and creating more equitable opportunities for students who cannot afford the cost, or dedicate themselves full time, to studying at a 4-year university.

As a result, the traditional definition of a community college – as a two-year institution that only grants associate degrees – has expanded to include institutions that, while primarily associate degree granting, are now classified as four-year institutions because they offer one or more baccalaureate level degrees. Indeed, according to the Community College Baccalaureate Association (CCBA), there are currently 145 community colleges offering approximately 600 Bachelor’s degrees programs across 25 states. In addition, CCBA calculates that more than one-third of these baccalaureate-granting community colleges are Hispanic Serving Institutions (see CCBA Fact Sheet, at https://www.accbd.org).

In response to this trend, this year Hispanic Outlook presents two separate sets of lists of community colleges – one that includes all two-year institutions with associate degrees as the highest degrees granted, and one that includes all those institutions that primarily grant associate degrees (and are thus community colleges), but that also offer bachelor’s degrees and are therefore classified as four-year institutions. All data has been taken from the NCES IPEDS database; for the second set of lists, the IPEDS filters “Baccalaureate/Associates Colleges, Associate Degrees Dominant” and “Baccalaureate/Associates Colleges, Mixed Baccalaureates And Associates Degrees” were used.

Two-year Community Colleges (with Associate Degrees as Highest Degrees Granted)

In Fall 2021, each of the top 50 two-year community colleges enrolled more than 5,000 Hispanic/Latino students. In total, all 50 of these institutions served nearly half a million (459,809) Hispanic/Latino students. El Paso Community College and East Los Angeles College were the top two institutions, with more than 19,000 Hispanic/Latino students enrolled at each. The colleges with the highest percentage of Hispanic/Latinos as a proportion of total enrollment were Texas Southmost College (96%), Imperial Valley College (91%), and El Paso Community College (86%).

In the 2020-2021, the top four community colleges in terms of Associate degrees granted to Hispanic/Latino students were Pasadena City College, East Los Angeles College, El Paso Community College, and Riverside City College, each of which awarded more than 2,500 Associate degrees to Hispanic/Latino students. Altogether, the 50 community colleges on this list conferred more than 77,558 Associate degrees to Hispanic/Latino students. The colleges with the highest proportion of Associate degrees awarded to Hispanic/Latino students were Imperial Valley College (94%), Palo Alto College (86%), El Paso Community College (85%), and Hartnell College (84%)

Regionally, the data on Associate degrees granted by these institutions to Hispanic/Latino students reveals that El Paso Community College is ranked first in the South, the largest region in the country (comprised of 17 states). In the West, Pasadena City College in California is in first place, while in the Midwest City Colleges of Chicago-Harold Washington College in Illinois ranks first, and in the Northeast, CUNY Borough of Manhattan Community College awards the highest number of these degrees to Hispanic/Latino students. All of these institutions hold the same first place regionally as they did last year.

Four-year Community Colleges (with Bachelor’s Degrees as Highest Degrees Granted)

In Fall 2021, all top 50 four-year community colleges enrolled a total of 397,003 Hispanic/Latino students. The top two of these institutions, enrolling more than 30,000 Hispanic/Latino students each, were Dallas College in Texas and Miami Dade College in Florida. The colleges with the highest percentage of Hispanics/Latinos as a proportion of total enrollment were Laredo College in Texas (97%),  South Texas College (95%), and Rio Hondo College in California (82%).

In the 2020-21 academic year, Miami Dade College ranks first in awarding the greatest number of Associate and Bachelor’s degrees to Hispanic/Latino students, with more than 9,000. Dallas College, South Texas College, Valencia College and the Lone Star College System round out the top five places on this list; each of these colleges awarded more than 3,000 degrees to Hispanic/Latino students.
