At H.O., we would like to honor Chancellor Francisco C. Rodriguez, a retiring leader who has left a mark in education for his distinguished service in advancing equity and inclusion across diverse communities.
After a decade of visionary leadership, Francisco C. Rodriguez, Ph.D., concludes his role as Chancellor of the Los Angeles Community College District (LACCD), where he transformed the landscape of Hispanic education and inclusion. Since 2014, Rodriguez led LACCD—serving over 205,000 students annually and managing nearly 10,000 employees—through notable expansion in access, equity, and opportunity. Under his guidance, LACCD doubled the awarded degrees, hired over 1,100 diverse full-time faculty, expanded dual enrollment, and introduced six new baccalaureate programs. Rodriguez championed programs supporting Black, undocumented, LGBTQIA, and disabled students, launched the GO-PASS program for public transit, and successfully led campaigns securing $8.6 billion for infrastructure improvements. His legacy includes fostering a culture of inclusivity, Pioneering the LACCD Framework for Racial Equity and Social Justice, and mentoring countless students who now hold influential roles across fields.
His impact on Hispanic and minority student success remains a model for community college leadership.
We would also like to congratulate Dr. Alberto J. Román and Dr. Monte E. Perez, leaders who have embarked on the challenging but rewarding journey of educational leadership.
Dr. Alberto J. Román – Interim Chancellor of LACCD
Dr. Alberto J. Román has been recommended as Interim Chancellor for the Los Angeles Community College District (LACCD), stepping into this role after serving as President of East Los Angeles College. With over 24 years in education, Dr. Román is deeply committed to equitable access and social mobility, drawing from his experiences as an immigrant and first-generation college graduate. He holds both a doctorate and master’s degree in Public Administration from the University of La Verne and a bachelor’s degree in Political Science from the University of California, Riverside. His career progression from classified employee to Vice Chancellor showcases his dedication to building inclusive opportunities. Dr. Román will continue LACCD’s mission, fostering collaboration and success across the district’s diverse student body.
Dr. Monte E. Perez – Interim President of East Los Angeles College
Dr. Monte E. Perez will serve at East Los Angeles College as interim president, bringing extensive leadership experience in higher education. He previously served as President of Los Angeles Mission College for a decade, where he forged community partnerships, secured significant grants, and advanced initiatives for student success. His previous roles at Moreno Valley College and Golden West College highlight his commitment to educational equity and community empowerment. At ELAC, Dr. Perez is ready to expand on these initiatives, advancing programs for students to achieve their goals.
